Higher Education Academy of Research and Training (HEART)

Introduction

The idea of the establishment of a state of the art Teachers’ Training Institution has been under discussion among the administrative and management circles of the Higher Education Department since long. The college sub- sector of Higher Education Department has been the only gray area in the education system of Pakistan that has been working without formally trained and professionally tuned work force at the level of faculty and management for the last so many years.

Mrs. Farah Hamid Khan, the Former Secretary Higher Education Department has been particularly keen and enthusiastic about the idea that was perfectly in consonance with her broader reformist agenda for change, transformation and innovation, which she has been already pursuing in Higher Education Department. She submitted an administrative summery for the establishment of the Academy. The CM Khyber Pakhtunkhwa Pervez Khattak, approved the proposal of the establishment of Higher Education Teachers’ Training Academy in July 2013, that proved to be land mark decision in the history of Higher Education Department. The Academy has been launched in the premises of students’/teachers’ hostels inside the building of Government Degree College for boys, phase-6 Hayatabad Peshawar . The initiative was reflected in the financial budget of 2014-15. The make-shift arrangement will meet immediate-term needs until a longer-term solution regarding the establishment of a permanent facility of HETTA is developed. This facility is to be used as a temporary venue in Peshawar. Residential Training and Research support to the teaching community and HED will be provided initially on an outsourced basis until HEART develops its own capacity over a period of time through experience, human resource development and training of its staff.

Mission

HEART endeavors to provide high-quality, accurate and result oriented services in professional development, orientation and research to teachers, managers and staff, working in the institutions of Higher Education Department, to promote excellence in teaching at all ranks and excellence in students learning inside and outside classroom.

Functions

The HEART has been commissioned to play its role as premier Institution of Teachers’ Education and Training in the broader areas of;

  1. Professional Development and Orientation Programs
  2. Professional Research and Information Support
  1. Professional Development and Orientation Programs:

    Professional Development and orientation activities having been launched in FEFA Kohat since 2003, have to be incorporated into the curriculum of HEART, including several courses, modules for teachers and management staff, that has been used in different training program. The process of development of a comprehensive Professional Development Courses has to be carried out in order to produce pertinent and relevant source material in the field of teacher’s education and training. Some modules and courses are in the process of development.

  2. Research and Information Support:

    HEART will provide in-depth research, analysis, information, and organize programs, seminars and conferences for teachers and staff to increase their understanding of professional, technical and organizational issues and to enhance know-how regarding their role and performance in the light of the principles enshrined in public policy.

    Research services are central to an informed teaching community and academic managers, capable of producing effective learning environment and oversight. To help strengthen the research inputs for institutions and the department, researchers have to be trained in educational research methodology and presentation and leading scholars and researchers based in major think tanks, academic institutions and Civil Society Organizations across the country have to be contracted through HEART. This is intended to provide expert opinion on range of issues, and to help the HED and assist to be more informed by conducting or commissioning independent research on topical issues;

    HEART will help educational institutions in making informed policies, procedures, patterns and processes about the contemporary issues confronting education.

    It will continue to build a network of specialists to provide informed policy inputs such as in-depth background notes, summaries, briefs, consultations, policy dialogues, seminars, conferences, symposium and other services on the request of institutions, teachers, and the Department. Informational databases will be developed and maintained for the consumption of researchers, teachers, managers and policy makers.

Objectives

The main objectives of HEART will be to:

  • Conduct professional development and orientation programs for the academia, teaching community, managers and other staff, working in the institutions of Higher Education Department;
  • Assist the academic management , teachers , support staff and the management of the Department to be more informed by conducting or commissioning independent research on topical professional issues;
  • Gather and organize data, which may be required by the Department, academic managers , teachers and other staff in their work on education;
  • Provide support services to the Department, institutions, academic managers, teachers and other staff

Achievements

The establishment of the newly constituted Academy in itself is a tremendous achievement. The academy has got a challenging role to play in the field of teachers’ education and training in future, for which it is seeking to harness all professional, academic, human and physical resources with strong determination and commitment, and thus shall make a big difference.

  • 106 number of mandatory trainings have been completed by HEART where 4363 college teachers have been trained till date.
  • 21 number of Capacity Building trainings have been conducted where 728 number of Principals/DDO’s of Govt.Colleges of HED have completed capacity trainings till date.
