Employees Education Foundation (EEF)

Introduction

  • Persistent demand of the Education Employees led to the establishment of the Khyber Pakhtunkhwa Education Employees Foundation (EEF) on the pattern of the following Foundations.

These Foundations are functioning at National Level

  • The Education Employees Foundation, Khyber Pakhtunkhwa, was established with effect from 01/07/1986 through an Executive Order for the welfare of Education Employees of the Khyber Pakhtunkhwa Province.
  • In order to rectify the discrepancies and further strengthen the Education Employees Foundation, an Act namely “The Khyber Pakhtunkhwa Education Employees Foundation Act-2018” (Khyber Pakhtunkhwa Act No. VI of 2019) was passed by the Provincial Assembly of Khyber Pakhtunkhwa on 26/12/2018 and was Notified on 16/01/2019.
  • No mentionable grant(s) has so far been provided by the Government or any other Organization.
  • The Foundation is running on the Monthly Contributions of the Education Employees i.e Employees working under the jurisdiction of Directorate of Higher Education, Directorate General Commerce Education and Management Sciences, Directorate of Elementary & Secondary Education, Directorate of Education FATA, Directorate Bureau of Curriculum and Teachers Education,   Directorate of Education Employees Foundation and Education Employees who are under the supervision and control of KP-TEVTA and who were contributors to the Education Employees Foundation Fund before the Commencement of the Khyber Pakhtunkhwa Education Employees Foundation Act, 2018.

 

Aims And Objectives

  • Provide Low Cost accommodation to the Education Employees and their family members;
  • Award scholarships, cash awards and talent support to the Education Employee’s children upto twenty five (25) years of age, studying in educational institutions duly recognized;
  • Provide to the Education Employees or his family member financial assistance on his retirement, medical treatment, leaving of service, death as the case may be;
  •  Grant for marriage of the Education Employees or his children, as the case may be;
  • Make such schemes as it considers necessary for the welfare of the Education Employees or their family members and utilize the Fund to implement such schemes in such manner and subject to such conditions as may be prescribed; and
  • Do all such other things and activities as may be considered necessary in order to achieve its objectives under the Act.

POWERS AND FUNCTIONS OF THE BOARD

  1. The administration, management and general control of the Foundation and its affairs shall vest in the Board, which shall exercise all powers and perform all functions of the Foundation, to achieve its aims and objectives.
  2. organize and carry out the activities and performance of the Foundation;
  3. consider and approve the annual budget and revised budget estimates of the Foundation;
  4. manage financial affairs of the Foundation;
  5. consider the annual report of the Foundation and give directions as may be necessary;
  6. enter into, carry out and cancel contracts on behalf of the Foundation;
  7. administer any funds placed at the disposal of the foundation for specified purposes;
  8. create or abolish such administrative posts as may be necessary;
  9. with the approval of Chief Minister punish or remove from service the Managing Director;
  10. make and approve the regulations;
  11. onstitute such financial, administrative, technical and other committees or sub-committees as may be deemed necessary for carrying out the purposes of the Khyber Pakhtunkhwa Education Employees Act; and
  12. perform such other functions as may be necessary for carrying out the purposes of the Khyber Pakhtunkhwa Education Employees Act.

 

Finance Committee

The Finance Committee of the Foundation is looking into the Financial affairs of the Foundation. The Finance Committee is comprising of the following, namely:

(a)  Managing Director;    Chairman
(b) a representative of Higher Education, Archives and Libraries Department not below the rank of Deputy Secretary; Member
(c)     a representative of Finance Department not below the rank of Deputy Secretary; Member
(e)  Director Higher Education or his representative not below the rank of Deputy Director;                         Member
(f)   Director Elementary & Secondary Education or his representative not below the rank of Deputy Director;   Member Member
(g) Nominee of Khyber Pakhtunkhwa Teachers  Association of Higher Education; Member
(h) Nominee of Khyber Pakhtunkhwa  Association of Ministerial Staff; Member
(i) Head of Administration, Human Resource and Legal Section of the Foundation; Member
(j)  a member Co-opted by the Managing Director; and  Member
(k) Head of Finance Section of the Foundation.   Member-cum-secretary

 

Powers of Finance Committee

  1. The Finance Committee is responsible for scrutiny and examining of all financial matters of the Foundation.
  2. Recommend the annual/revised budget of the Foundation;
  3. Recommend all cases relating to financial matters involving income, expenditure and establishment of income generating schemes for the welfare of the Education Employees;
  4. Approve all matters regarding payments of compensation, grants, award of scholarships, financial assistance, loans and advances etc. out of the Foundation’s  Funds to the Education Employees and their family members as defined under the Act;

Investment Committee

The Investment Committee of the Foundation is looking into affairs of the Foundation pertaining to the Investment of its funds.

The Investment Committee is consisting of the following, namely: 
 

(a)  Managing Director;    Chairman
(b) a representative of Higher Education, Archives and Libraries Department not below the rank of Deputy Secretary; Member
(c)     a representative of Finance Department not below the rank of Deputy Secretary; Member
(e)  Director Higher Education or his representative not below the rank of Deputy Director;                         Member
(f)   Director Elementary & Secondary Education or his representative not below the rank of Deputy Director;   Member Member
(g) Nominee of Khyber Pakhtunkhwa Teachers  Association of Higher Education; Member
(h) Nominee of Khyber Pakhtunkhwa  Association of Ministerial Staff; Member

Powers of Investment Committee

 

  1. The Investment Committee shall be responsible for the investment of the Foundation’s funds.
  2. Without prejudice to the generality of the foregoing power, the Investment Committee shall-
  1. invest the surplus funds of the Foundation in the profitable schemes;
  2. approve placement of fund of the Foundation in the bank;  
  3. recommend the investment in any new industrial or commercial scheme;
  4. recommend disinvestment in and disposal of any existing industrial or commercial scheme;
  5. decide the procedure of the development of the Housing Scheme or Schemes, as the case may be;
  6. decide hiring of consultant/consultancy firm or construction company for the developmental works in the Housing Scheme or Schemes, as the case may be;
  7. conduct and carry out the Tendering Procedure for hiring the services of Consultancy Firm(s) or Contractor(s), as the case may be, of the Housing Scheme, strictly in accordance with the Khyber Pakhtunkhwa Public Procurement Regulatory Authority Act for the time being in force and the rules made there under;
  8. prepare and design Master Plan of Housing Scheme with the help of a well experienced Architect or Consultant, as the case may be;
  9. recommend to the Board for award of contract;
  10. any other scheme deemed profitable and beneficial for the contributors of the Foundation; and
  11. any other function as may be assigned to the Investment Committee by the Board.
