Frontier Education Foundation (FEF)

Introduction

Khyber Pakhtunkhwa Education Foundation (KPEF) was established as a Corporate Body in 1992 under an Act of the Provincial Assembly. The principal function of KPEF was promotion and development of education in private sector in Khyber Pakhtunkhwa through financial help and other measures. All the administrative and management powers of KPEF vest in the Board of Directors. Managing Director is the Chief Executive of KPEF.

The Foundation used to give grants and loans to educational institutions and conducting short in-service training courses for teachers of private sector schools. In year 2001, it was realized that some fundamental structural and policy changes are needed in KPEF to transform it into autonomous Corporate Body as envisaged in its Act. The need was felt to change its structure, methodology, management and rest of the features in order to make it more effective . Managing Director was appointed from private sector w.e.f. January 01, 2002. To promote corporate culture of the Foundation as envisaged in its Act, it was imperative to give it the needed autonomy and freedom in conducting its business. This idea could be realized by restructuring of the organization with reduced staff and managerial positions and a clear mandate was approved in 11th FEF BOD meeting held on 16.03.02. As a result of restructuring, the managerial staff was recruited from open market on merit.

Meanwhile the Govt: of Khyber Pakhtunkhwa through an Ordinance, established Elementary Education Foundation in 2002 and the role of KPEF was restricted to colleges and higher education. The grant facility was also discontinued. The Foundation came up with an aggressive Development Plan, which envisaged initially establishment of KPEF Degree Colleges for Girls in Khyber Pakhtunkhwa, establishment of Khyber Pakhtunkhwa Education Foundation Academy (KPEFA) in Kohat for training of college Principals and Lecturers. Other activities like financial assistance for existing and new educational institutions in private sector, holding workshops for in-service teachers and seminars for creating awareness in public continue.

Function

"GIVEN IN THE FEF ACT-III OF 1992 OF THE PROVINCIAL ASSEMBLY"

13. (1) The foundation shall take all such measures as it deems necessary for the promotion, development and financing of education in private sector in line with the education policy of Government.

(2) Without prejudice the generality of the function mentioned in sub-section (1) the foundation shall:-

(a) Establish or cause to be establishing educational institution and allied projects.

(b) Given loan to an individual or non government organization for construction of buildings, purchase of equipments, furniture and educational materials including books, stationary and other such materials, for the establishment of an educational institution8.

(c) give loans from the fund of assets in getting loans from scheduled banks for the purpose as given in clause(b) above.

(cc) grant scholarships, stipends, fellowships to students on merit-cum inaffordibility basis, both in public and private educational institutions, including those run by autonomous bodies9 ;

(d) Sell or lease plots provided under government housing scheme for educational institutions and assist and getting plots and land from government development authorities and housing agencies control by government.

(e) Subject to such conditions in such manner as may be prescribed, be responsible for promoting and financing:-

(i) The development of education in all sectors with priority being given for the female education, primary education, education in rural areas technical and vocational education.

(ii) Surveys and studies, to identify areas of malfunctioning in the educational system and suggesting remedies therefore.

(iii) Educational and innovational programs particularly relating to achievement of universal literacy, training in skill and trade oriented discipline, functional literacy, particularly in the primary sector, and education of the exceptional disabled, retarded and problem children.

(iv) Research and field scale testing of educational approaches, methodologies and technologies.

(v) Activities of educational societies and arrangements of seminars, symposia workshops and other such activities.

(vi) Modernization of curricula with emphasis on Islamic, national, economic and industrial aspects.

(vii) In special cases, in accordance with the priorities of education development programs of government, the establishment by the foundation of educational institutions and projects in the educationally deficient areas.

(viii) Procurement, distribution and development of educational materials and tools.

(ix) Schemes formulated for training of teachers and other staff; and

(x) Schemes for improving the quality and standard of education in the privately managed institution.

(f) Perform such function as:

(i) Preparing and submitting schemes to government for the development of educational programs and projects including schemes for research and modernization of education

(ii) Giving effect to approve schemes;

(iii) Improving teachers Training institutions;

(iv) Encouraging the formation of voluntary associations in furtherance of the purposes of the Act;

(v) Taking appropriate measures for integration, coordination consolidation and monitoring of privately managed institutions and projects; and

(vi) Preparation and submission to the Board of an annual report upto 30th June of the last year on the status of education in various sectors in the province and activities of the Foundation by the month of September of the following year; and

(g) Perform such other functions as may be assigned to it by Government,

(3) The facility provided under clause (cc) of sub section (2), shall b distributed equally among male and female students belonging to urban and rural areas. The institution concerned shall, in respect of every student to whom the facility under the aforesaid provisions has been extended, allow concessions in the tuition fee to the extent of twenty percent of the total fee being charged by such institution10

14 (1) While making loans under this Act, the Board may impose such conditions or execute such agreements as it may consider necessary or expedient for protecting its interest and securing that the loan is put to such use by the borrower for which it was advanced.

The Government Khyber Pakhtunkhwa under Section 4 of KPEF Act III of 1992 as amended from time to time, constituted Board of Directors empowered with decisions on all affairs of KPEF regarding administration & management .The existing Board comprised of the following.

Scholoarships

Inland Scholoarships

Khyber Pakhtunkhwa Education Foundation launched scholarship scheme for the poor and deserving students of Khyber Pakhtunkhwa. The basic criteria for this scholarship is based on Merit-cum-Inaffordibility. The Foundation selected highly prestigious educational institutions at national level for this scholarship. Scholarships are disbursed through 41 educational institutions of high repute in the country. KPEF Provides a lum sum amount in shape of scholarship to listed institutions.

Chief Minister’s Chinese Scholarship Program

Khyber Pakhtunkhwa Education Foundation has signed various agreements with the Chinese Universities for faculty and student exchange, joint research, degree level education as well as Chinese Language Program. In session 2017-18 almost 321 Male/Female students (click here for details) were awarded scholarship for PR China for HSK-3 level Certification under this program.

Moreover in 2019-20 almost 137 students (click here for details) were finalized and awarded scholarships for Chinese Universities for Degree and Language Program wise details are as follows.

Academy

 

KOHAT

FEFA works under the ambit of Frontier Education Foundation, a corporate body established under an act of the Provincial Assembly in 1992. Frontier Education Foundation established the first institute for training of college teachers in the country. FEF Academy at Kohat is functioning successfully since 2003 and has so far trained 3080 teachers including 1305 females through as many as 99 courses and workshops.

In view of un-deniable importance of the role of teacher training in improving the teaching standards and ensuring learning outcomes, FEF is giving special support in terms of finance, guidance, infrastructure, HR & equipment etc to strengthen FEF Academy Kohat. The Academy has its own purpose built building in KDA Kohat to make the training courses more effective.

 

LANGUAGE CENTER

The Government of Khyber Pakhtunkhwa through Khyber Pakhunkhwa Education Foundation of the Higher Education Department is running a Language Training Program for educated youth of Khyber Pakhtunkhwa in Abbottabad. KPEF is offering admissions in 06 months Chinese Language Course i.e.(HSK-I, II, III) at KPEF Language Center Abbotabad with Modern and Equipped Computer Lab under qualified/experienced teachers.
